Ethos Environmental Ltd has recently been commissioned by a major oil production company to oversee asbestos management in five of their North Sea installations. The company is licenced by the HSE for provision of third-party asbestos management/supervisory services. The HSE are demanding that duty-holders take full responsibility for any asbestos on their premises/installations and not leave this to removal contractors or surveying organisations alone. As part of this increased client responsibility, a relatively new role has been developed - the third-party licenced asbestos supervisory service - that HSE are encouraging clients to consider utilising if they do not feel they have sufficient competency in-house.
In addition to advising on asbestos removal/remediation projects, the company is undertaking a wholesale review of the company's existing asbestos management systems and policies, including asbestos register/database and competency training.
In the North Sea sector this is a novel development, where responsibility for asbestos risk management tends to have been delegated and contracted down the contractual chain, rather than being held more centrally by the client/operator.
