Control of  Substances Hazardous to Health Regulations 1999

The original COSHH Regulations 1988 came into force in October 1989. These were amended in 1994, 1996, 1997 and 1998. The COSHH Regulations 1999 revoke and replace the 1994 and subsequent Amendment Regulations. With such intense emphasis being placed on constantly updating this set of regulations, it is quite clear that COSHH is not a topic to be taken lightly.

The Regulations place a clear legal duty on employers to properly assess and control all potential health risks from hazardous substances at work. More specifically, the COSHH Regulations require employers to:

• Assess risks to health arising from exposure to hazardous substances.
• Prevent or adequately control exposure.
• Ensure control measures are used, maintained, examined and tested.
• Monitor exposure and carry out appropriate health surveillance.
• Inform, instruct and train employees.
